The Situation: A $22M multi-campus church with four locations, a growing staff, and a finance team built for a church half its size. Month-end close took 45 days. Restricted giving was commingled. Novum Partners structures clergy compensation as a complete package: base salary, properly designated housing allowance under IRC Section 107, accountable plan for ministerial expenses, retirement contribution (typically 403(b)), health and life insurance, and any approved fringe benefits. Novum drafts the annual housing allowance resolution before the calendar year begins, monitors the three-cap limit (fair rental value, actual expenses, designated amount), handles SECA self-employment tax correctly inside payroll, ensures W-2 reporting reflects the housing exclusion in Box 14, and counsels on Form 4361 SECA exemption only when it is truly warranted.
